This political cartoon is about how a graduate has to pay class dues or student loans depending on if he is graduating from High School or College. The side that is effected by the cartoon is the graduates and the stakeholders are the colleges and government. The intention behind the cartoon is to let the viewers know the education isnt free so its better to do what you have to do to get out then to waste time and fail a class. This is propaganda because its advertising that college is not free and should cost less money
